The Empire doesn’t have trains, Minash Turgal does, and just because you can take a boat doesn’t mean it’s close or that there is much cross traffic.
Is it that weird that the leader of a powerful country would make assumptions about another country’s political system? Expecially when they’re planning on removing that removing that system at their earliest convenience?

Not knowing that a country is a Republic rather than a Monarchy implies that the leader knows literally nothing about his target whatsoever. He doesn’t know who the leader is, the powerful families, the trade concerns? He knew enough about them to arraign a marriage with a local bigshot, but not enough to know they have elections? This wasn’t some distant, remote country. It took them a few days or weeks to get there. Are there no trade relations? No mutual allies or enemies? They’re important enough to sell off a royal heir, but not enough to learn about?
I didn’t say he knew nothing, just that some assumptions might have been made. Also please keep in mind that the things Taneli and Kitov know are not necessarily the same things the Emperor would know.
